Carroll Investments is a major developer of residential high-rise and mixed-use buildings in downtown Portland. John Carroll has worked closely with the City of Portland on the Portland Streetcar and on numerous other projects in the area. Mr. Carroll will discuss the role public investment in public infrastructure plays in attracting private development.
