Present: Ed, Sue, Pat, Rob Inerfeld (second hour), Mary Archer (first hour), Gary, Emily (except as noted), Tom (second hour), Kevin, Rob Zako, Rick Duncan, Larry. Also present: Christo Brehm (city intern).

• 3:30–5:30 pm, WEC Land Use and Transportation Committee
  • Location: Les Lyle Room, Eugene Public Works, 858 Pearl St., Eugene
  • Meeting Goals:
    1. Review draft maps to prepare for January 24 full WEC meeting
    2. Get updates on other efforts to decide on useful next steps
  • Agenda:
    1. Review last meeting, check on status of “homework” (5 minutes)
    2. Review and adjust meeting goals and agenda (5 minutes)
    3. Review and discuss draft maps (50 minutes)
       • Maps from Mapping Committee
         • Discussion of bottlenecks surmounted and bottlenecks remaining in receiving GIS data to consummate the last three months of Mapping Committee map design work.
         • Emily stepped out of the meeting to confer in real time with Mike Miller on how to make the data available more quickly.
       • Rick Duncan's map (time permitting)
         • Rick's hand-drawn (over LTD printed base) map of estimated redevelopment likelihood pinned up and discussed.
         • Given time available, at Rob Z's suggestion, Kevin talked the group through the Mapping Committee baseline map set recipes.
         • Emily reported back that 20-30 selected layers would be available to Mapping Committee tomorrow, Friday, 2008.0111.
       • ODOT draft WEP parcels disposal map (time permitting)
         • Rob Z. presented, as seen at recent MPC meeting. General discussion.
       • LTD's West Eugene EmX Extension Tour maps (time permitting)
         • Discussion
    4. Update on Community Design Process Consultant (15 minutes)
       • • Extended discussion. Our goal is a shared vision for West Eugene. What is our product? A written report, richly illustrated with maps and diagrams, documenting an integrated land use, transportation, and environmental plan. What is the product, and what help do we need to get there? Our project involves creating something substantially new (and that's different from many conflict resolution situations.
    5. Update on Existing Conditions Report (15 minutes)
       • • Rob I. expressed that consultants will have something for distribution at the Jan. 24 2008 WEC main meeting.
    6. Update RTP/TransPlan, and possible connections to WEC (15 minutes)
    7. Next steps: Taks and next meetings (15 minutes)
       • Joint LUT/Mapping Committees meeting on January 17?
       • Summary of related efforts by Eugene Planning & Development Department?
       • Invite Mark Gillem to discuss West 11th Multi-way Boulevard effort?
       • West Eugene bus tour for WEC?
